St. Petersburgh, June 2, 1907. REFERRING to my telegram No. 81 of the 31st ultimo :

I spoke to-day to M. Isvolsky in regard to the question of the customs-houses in Northern Manchuria, and his replies were in the same sense as those addressed to the United States' Ambassador (see my telegram mentioned above),

M. Isvolsky hinted that matters might be expedited by pressure being brought to bear at Peking, as the Russian Government were, he assured me, anxious to see matter settled as soon as possible, but that arrangement was being delayed by the Chinese Government.
